Trooper Dispatches: Week of 09/24/12

Type: Fatal Shooting
On 9-28-12 at approximately 1400 hours, a nine year old male in Pilot Station was fatally wounded by a gunshot to the chest. The shot came from a high powered .17 caliber pellet rifle. The air rifle had been fired by another 9 year old male while the two boys were having an argument. The injured boy was taken to the Pilot Station Health Clinic where CPR was performed. The boy succumbed to his injuries. Investigation is ongoing.

Location: Ketchikan
Case number: AK12239154
Type: Homicide (update)
On 9-29-12 at 0732 hours, troopers were notified of a suspicious death in Metlakatla. Troopers responded from Ketchikan and Klawock posts and assumed case responsibility at the request of the local police department. After search warrants were obtained and served; investigation revealed that a physical altercation had taken place in a residence on 8th Street. Leona Meely (67) of Metlakatla died from injuries sustained in that incident. William Buxton (29), who also lives at the residence, was developed as a suspect early in the investigation. Buxton was ultimately charged with Murder in the first degree; transported to and incarcerated at the Ketchikan Correctional Center. The remains will be transported to Anchorage for an autopsy to determine cause of death. Troopers are still on scene and the investigation is continuing.

Location: Grayling

Type: Search & Rescue
On 9-27-2012 Alaska State Troopers received a report that on 9-24-2012 Michael Hamilton, age 50, and Edgar Rock, age 52, both from Grayling, left Grayling in a 18ft. boat and headed north on the Yukon River. They planned to return the night of 9-24-12 but had yet to return or be heard from. AST contacted villages along the Yukon River in an attempt to locate the two men, but were unsuccessful. Due to poor weather conditions on the river a river based search was not possible. An AST aircraft was able to fly over the area but did not see any signs of the men or their boat and search efforts were suspended until the next morning.
On 9-28-2012 a Civil Air Patrol aircraft and an Alaska Wildlife Trooper aircraft were launched to continue the search of the area. At approximately 1216 hours, an overturned boat was located approximately six miles north of Grayling. The Alaska Wildlife Trooper aircraft began searching the area as local search and rescue volunteers arrived at the boat and at approximately 1447 hours, the AWT aircraft located Rock on a sand bar alive and well. At approximately 1507 hours, Hamilton was located near the village of Grayling alive and well and both were transported back to Grayling.
Investigation revealed that on the night of 9-24-2012 as Rock and Hamilton were returning to Grayling their boat was overturned by waves. AST would like to thank the people of Grayling, Anvik, Aniak, and the Civil Air Patrol for their assistance in this successful search and rescue.

Type: Theft 2, multiple counts
On 09/18/2012 AST responded to Princess Employee Housing in Healy to investigate multiple reports of a person fraudulently selling airline tickets. Investigation revealed that Jamie Buntyn (45yoa of California) had offered to purchase airline tickets at reduced prices on behalf of individuals within the Healy area and that he had presented itineraries to the complainants as genuine. When several of the complainants arrived to redeem the tickets at the Anchorage Airport they discovered that the tickets had been cancelled due their having been purchased with stolen credit cards. Other complainants reported the same individual committing similar acts with their not having been able to use the airline tickets proferred as genuine.
Jamie Buntyn was arrested on four counts of Theft 2 and remanded to FCC without incident. The investigation is continuing and additional complainants have been coming forward to AST since Buntyn's arrest.

Type: Disorderly Conduct, Harassment in the First Degree, Harassment in the Second Degree, Indecent Exposure in the Second Degree
On 09/19/2012, at 0206 hours, Alaska State Troopers responded to report of a nude man running around in a business off of Old Airport Way in Fairbanks. Troopers contacted James M. Fagan, 43 of Kansas City, MO, in the back of the business. Fagan was subsequently arrested for Disorderly Conduct, Harassment in the First Degree, Harassment in the Second Degree, and Indecent Exposure in the Second Degree. He was arrested and transported to Fairbanks Correctional Center. He is being held on $2,500 bail.

Location: Kiana
Case number: AK12236676
Type: Attempted murder / Theft
On 9/19/12 at 0336 hours Alaska State Troopers in Kotzebue were notified that two adult males who had been floating down the Squirrel River had stopped at a cabin, on the evening of 9/18/12, about 40 miles upriver from the community of Kiana. When the hunters stopped, they found another male already staying in the cabin, an altercation occurred and the two hunters were both shot. The unknown suspect then stole the victims' inflatable boat and hunting equipment and began floating down river. Alaska State Troopers responded this morning at daylight and transported both victims, who were suffering from gunshots, to Kiana where a waiting medevac flight took over care. One individual has transported to a hospital in Kotzebue. The other is being transported to a hospital in Anchorage. Information on the victims is not being released at this time. Troopers are currently at the cabin where the incident occurred and in the community of Kiana, awaiting further resources before beginning a search of the approximately 40 miles of terrain, in an attempt to locate and arrest the suspect.

Type: Assault III
Text: On 9/11/12 at 2250hrs, AST received a 911call reporting James N. Cook (25 year old Male from Fairbanks) was holding his three year old son and while threatening others with a pistol. Troopers responded to the area and the investigation revealed Cook committed the offense of Assault III. Cook was arrested and remanded at the Fairbanks Correctional Center for his charge. None of the children involved where harmed during the incident.

Type: Remove Antlers from kill site before all edible meat and Fail to salvage all edible meat
On 9/14/12, Robert Strebel, 35 YOA of Idaho Falls, ID, was cited by Galena AWT Troopers for removing antlers of a bull moose from the kill site before removing all edible meat and failure to salvage all edible meat from the neck, brisket, partial ribs, and flank meat of a bull moose he killed. Arraignment is schedule on 9/28/12 at 1330 hours.

Type: DV Assault IV (recklessly injure)
On 9-15-12 at approximately 0821 hours, Aniak-based Troopers received a call from a 47 year old Aniak female who reported that she had been beaten by a family member. Subsequent investigation revealed that 23 year old Aniak resident Mary Turner caused injuries to her female relative by punching her and throwing her to the ground by her hair. Turner was arrested on 9-15-12 at approximately 1022 hours and transported without further incident to Bethel for remand to the Yukon Kuskokwim Correctional Complex to await arraignment. Alcohol was a factor in this incident.

Location: Sterling
Case Number: AK12233676
Type: Attempted murder/Assault II
On 9/6/2012 at approximately 0902 hours, Soldotna AST responded to a report of an assault involving a knife in Sterling. Subsequent investigation found, Diana Steger, 31, of Soldotna texted her boyfriend and made arrangements to pick him up, drive to the laundromat, and talk about their relationship. Once the vehicle had traveled a short distance from the man's residence, Ayanna Nelson, 25, of Soldotna, whom had been hiding under a laundry bag in the back seat, grabbed the man around the neck and held a knife to his throat. The man received three fairly significant lacerations to his neck before he was able to flee the vehicle and run away. The man was treated on scene by EMS, and made his own arrangements for transport to the hospital. Steger and Nelson fled and were located in the vehicle a few miles from the scene. Nelson and Steger were remanded to Wildwood Pretrial on charges of Attempted Murder and Assault II. Steger was additionally charged with violating conditions of her release.

On 9-3-12 Troopers responded to a residence in the Willow area to assist a land owner with a civil issue. Upon arrival, Troopers located a Marijuana grow in a building on the property. The Mat-Su Narcotics Unit responded to the scene and served a search warrant on the property. The Marijuana grow consisted of 363 live Marijuana plants, 53 lbs of processed Marijuana, and related Marijuana grow equipment. No arrests have been made and the investigation is continuing.

Type: Agency Assist/Armed Subject
On 9-6-12 at approximately 1850 hours, Alaska State Troopers and Alaska Wildlife Troopers responded to the 6th Avenue in Kotzebue, for a reported 15 year old Juvenile was suicidal and threatening to harm themselves with a firearm. The Juvenile was outside in an unknown location. Upon arrival of both the Kotzebue Police Department and the State Troopers, the juvenile was taken into custody without incident. An air pistol was later located and believed to have been the firearm the juvenile had.

Type: Assault 4 (DV)
On 3/6/12 at approximately 2152 hours, Willie Ballot, of Selawik, reported that his female neighbor came to his residence, crying and stated that she'd been beat up by her daughter, Ruth Rose Ahkpuk, 26 YOA of Selawik, and asked to use his telephone to call police. The investigation revealed that Ahkpuk was intoxicated and assaulted her mother leaving multiple bruises on her forehead. Ahkpuk was arrested for Assault 4th. She was arraigned on 3/7/12. The Court released Ahkpuk on $750 bail on conditions, one of which was she was not to consume alcohol as alcohol was a factor in the assault.

Type: Suspicious Activity
On 3-8-12, at about 1445 hours, Alaska State Troopers in Bethel were notified of a suspicious envelope received at the Chevak School. The envelope was reported to contain a suspicious white powder substance. The school staff, as a precaution, has evacuated the school until further notice. Alaska State Troopers in Bethel are coordinating efforts with the FBI in setting up a Haz-Mat response.

Type: Disorderly Conduct / Resisting Arrest
On 3-7-12 at approximately 1939 hours, Alaska State Troopers responded to a disturbance near Woodworth Loop, in Palmer. Investigation revealed Zachary K. Berton, age 26 of Wasilla, had been involved in the disturbance and was in possession of a controlled substance. Subsequently, Berton was arrested on the charges of Disorderly Conduct, Misconduct Involving a Controlled Substance in the 5th Degree and Resisting Arrest. Berton was remanded at Mat-Su Pretrial, with bail set at $2,500.

Location: Russia and Wales

Type: SAR
On 2/27/12 at 1402 hours, Nome AST received a report that a four member Korean Expedition team attempting to walk from Russia to Nome via sea ice, needed rescue. GPS coordinates provided by the group showed their location approximately 1 mile north of Wales. Due to poor weather conditions a search team from Wales and Nome National Guard were unable to launch teams for rescue. Nome AST was notified that the expedition group was equipped with emergency survival gear and had adequate shelter to stay warm overnight. On 2/28/12, Nome AST was advised that the expedition group no longer needed rescue and had arrived at Wales in good health. The group later traveled to Nome via Bering Air for medical treatment for minor injuries and frostbite

Type: Unattended fishing lines
On 02/25/2012, Travis Penrod, 46, of Kenai, was cited by the Alaska Wildlife Troopers, Soldotna Post for unattended fishing lines. Investigation revealed that Penrod had a tip up set approximately one mile from his ice fishing hut and was not closely attending his lines. Bail is set at $50.00 in Kenai District Court.

Type: DUI/Refusal to Submit to a Chemical Test
On 2-27-12 at 2156 hrs, Alaska State Troopers conducted a traffic stop near three mile Jack Warren Road on a vehicle traveling 74 mph in a 55 mph zone. Investigation revealed Aaron Shafia, 50, of Delta Junction was under the influence of alcohol. Subsequently Shafia was arrested for DUI and transported to the Delta Court House. At the Delta Court House Shafia refused to provide a sample of his breath for the Data Master and was subsequently charged with refusal to submit to a chemical test. Shafia was also charged with traveling 74 mph in a 55 mph zone and with failure to show proof of insurance. Shafia was later released on $3000.00 bail.

Type: Burglary Second Degree, Theft Third Degree
On 2/19/12 at 1200 hours, the Alaska State Trooper in Dillingham received a report from Megan Redmond in Twin Hills that twenty gallons of fuel had been stolen from the Twin Hills School on 2/19/12 at 0400 hours. Investigation revealed that suspect(s) arrived to the school property operating a snow machine. A school outbuilding was broken into causing $50 in damages. Two containers of fuel were emptied and the containers were placed back into the outbuilding. The suspect(s) left on a snow machine stealing $130.00 in fuel. AST is requesting assistance from the community of Togiak and Twin Hills in locating suspect(s)s or leads. Please call the Dillingham Trooper Post at 1-866-742-5641.

On 2-19-12, Wayne Easterly, age 32 of Wrangell was cited by Alaska Wildlife Troopers Petersburg Post, for retaining undersized commercial tanner crab. Easterly, the permit holder of the F/V Limit, was contacted while offloading his catch in Petersburg. Arraignment is set for March 14th in the Petersburg Courthouse.

On 02/21/2012 at approximately 2113 hours, Alaska State Troopers received a report of a stolen vehicle near mile 49.5 of the Parks Highway. Investigation revealed that an unknown person(s) took a 1990 red Dodge Neon without permission and left the area in the vehicle. Type: Heroin Smuggle
On 2/16/2012 Bethel WAANT identified a suspicious freight parcel at a local air carrier in Bethel. The parcel was signed for by a male resident of Bethel who was contacted as he left the area. Investigation revealed approximately 7.5 grams of suspected Black Tar Heroin was found secreted inside of the freight. The seized items will be submitted to the Alaska State Crime Laboratory for latent analysis and positive identification of the heroin. Suspects have been identified and the investigation continues.

Type: Assault 4, Criminal Mischief
On 2-9-12 at approximately 1430 hours AST received a report of an after the fact assault in Copper Center. VPSO's investigated the report and determined that Eric Hash, 31 yoa of Copper Center was highly intoxicated and had assaulted a household member. During the investigation Hash kicked out the window of the VPSO's patrol vehicle. Hash was arrested for Assault and Criminal Mischief. Hash was transported to Glennallen Post pending arraignment.

On 2/8/2012, the Village Public Safety Officer of New Stuyahok responded to a domestic disturbance. Investigation revealed, a male juvenile threw a ball at his juvenile female cousin hitting her in the head. Investigation also revealed the female cousin was teasing and calling him names prior to the ball throwing incident. Charges were forwarded to juvenile intake on both juveniles.

Type: Take Musk Ox - Closed Area, Unlawful Methods - Rimfire
On 2/9/12 Jonathan M. Friend, age 27, of Kwigillingok, AK. was found guilty on charges of Take Musk Ox - Closed Area, and Unlawful Methods - Rimfire in Bethel District Court. The charges stemmed from an incident in April of 2011 during which Friend wounded a Musk Ox near Kwigillingok, AK. using a .22 cal. rifle. Multiple residents of the village witnessed the event. The animal was subsequently dispatched by local authorities who reported the event to Wildlife officials. Friend was fined $500 respetively for the violations, and ordered to pay $3000 restitution for the Musk Ox. The meat was forfieted to the State of\ Alaska, and has been donated to Bethel area charities.

On 1/6/12, AST WAANT Investigators contacted Benjamin Daniels, age 27 of Elim, at the Anchorage Airport, while he waited for a flight on a local air carrier to Unalakleet. After initial contact and investigation AST seized Daniels' back pack and his checked baggage for suspicion that he was carrying controlled substances to Unalakleet and on to Elim. AST investigators searched the seized bags after being granted a search warrant and seized 558.4 grams (1.231 pounds) of marijuana. On 1/13/12 an arrest warrant was issued for Daniels with bail set at $2500, cash or corporate. On 1/29/12, Daniels was arrested by the Alaska Bureau of Highway Patrol in Palmer on the warrant. Cash value for the marijuana in Elim is estimated at $27,900.

Type: DUI-drugs
On 1/29/2012 at 2158 hrs, the AST Bureau of Highway Patrol, Northern Team stopped a black 1984 Subaru car for speeding on Holmes Rd. Vincent Haugen, age 47 of North Pole, was identified as the driver. Investigation revealed Haugen was driving the car while impaired and under the influence of controlled substances. He was arrested for DUI-drugs and remanded at Fairbanks Correctional Center. He was held with no bail pending arraignment.

Type: Unlawful use of Commercial Dive Fishing Gear / Conviction
On 2/1/12 Todd W. Hadfield, age 34 of Juneau plead no contest in the Juneau District Court to 1 count of unlawful use of commercial dive fishing gear. Hadfield was fined $1000 with $500 suspended, $500 to pay and placed on probation for 2 years not to commit any fish or wildlife violations. Initial investigations showed Hadfield as the permit holder allowed a crewmember to dive using SCUBA gear in the water on the fishing grounds prior to the opening of a commercial sea cucumber dive fishery.

Type: MVC-Wildlife
On 1/26/2012 at approximately 0650 hours AST responded a report of a motor vehicle crash between a school bus and a moose on the Old Richardson Highway between the Richardson Highway and Dennis Road. Investigation revealed a First Student school bus driven by Timothy Mitchell, age 26 of North Pole, was traveling north on the Old Richardson Highway when a moose walked into his lane of travel. There were no students on the bus at the time of the crash and the driver was not injured. Damage to the bus is estimated at approximately $2000.00. The moose was dispatched and donated to charity.

On 1/23/2012 at approximately 0853 hours, Soldotna Troopers received a report of an Aircraft Accident in Nikiski. Soldotna Troopers responded to the Rediski airstrip and saw a Cessna 207 off the runway in the snowberm. The pilot of the aircraft was identified as Jerry Winkler age 58 of Soldotna. No injuries were reported in the accident.

On 01/25/2012 at approximately 1642 hours, Alaska State Troopers received a report of a burglary at a residence near Pittman Road in Wasilla. Investigation revealed an unknown person(s) gained access into a residence and took approximately $500 worth of property. On 1-14-2012, Eric Lopez, of Anchorage, was cited by Mat-Su West Wildlife Troopers for fishing without Sportfish License on Possession. Bail was set at $200.00 with Palmer District Court.

Case number: 12-5352
Type: Burglary/Criminal Mischief
On 1/17/12 the Alaska State Troopers received a call from Stebbins Village Police reporting that Justin Katcheak, 27 of Stebbins, had been arrested for burglary and vandalism after being found inside the Stebbins Catholic church. Stebbins VPOs responded to a report that the church had been vandalized at which time they found multiple windows broken and many items damaged or destroyed in the church and living quarters. Damage is estimated to be well over $500.00. Katcheak was held at the Stebbins holding facility and then transported to Nome and lodged at the Anvil Mountain Correctional Center.

Type: Remove Antlers from Kill Site Prior to All Edible Meat
On 1-17-12, Darrin D. Allred, 48 YOA of Juneau AK, appeared in Tok District Court and plead guilty to one count of removing the antlers of a moose he had shot from the kill site prior to salvaging all the edible meat. Allred was fined $500.00 and the antlers were forfeited to the State of AK.

Location: Palmer

Type: Assault III (on peace officer), DUI
On 1/10/12 at approximately 1820 hours, Alaska State Troopers contacted Gregory R. Mothershead, age 28, of Palmer driving a green 1999 Honda ATV in the middle of the roadway on East Melanie Lane near East Brian Road, Palmer. Mothershead refused to identify himself and attempted to flee the stop on the four wheeler, dragging one Alaska State Trooper for over 100 feet before stopping. Investigaiton revealed Mothershead was driving while impaired and under the influence of alcohol. Mothershead was arrested for Assault III (on peace officer) and DUI. Mothershead was transported and remanded to the Mat-Su Pre-Trial Facility; held on $10,000 bail plus Court Appointed Third Party. The Trooper sustained only minor injuries in the incident.

Type: Criminal Mischief IV, Resisting Arrest, Disorderly Conduct, Drunk on Premises & Violation of Condition of Release
On 1-11-12 at approximately 0157 hours, Alaska State Troopers responded to a report of a fight at Red Fox Bar in Fairbanks. AST investigation revealed Brandon M. Shira, 21years old, of Fairbanks was intoxicated and involved in a physical fight inside the bar. Shira was arrested and transported to Fairbanks Correctional Center where he was remanded for Criminal Mischief IV, Resisting Arrest, Disorderly Conduct, Drunk on Premises and Violation of Condition of Release. Bail was set at $3,500.00.

Type: Promoting Contraband 1st Degree (C Felony)
On 1/10/2012, The Bethel WAANT Office was notified by Y.K.C.C. that Correctional Officers seized a marijuana joint from an adult male Inmate at Y.K.C.C. in Bethel. The incident occurred on 1/06/2012 when a Correctional Officer contacted the 27 year old male after he detected an odor of marijuana from his cell. The Bethel WAANT Investigators investigated the incident. One count of Promoting Contraband is being referred to the District Attorney's Office against the male individual.

On 11-30-11 at 1700 hours the Alaska State Troopers were notified of a missing person from Nome. Clifton Vial, 52 of Nome, was reported missing since 11-28-11 by his co-workers. The Nome Search and Rescue Team and the Alaska State Troopers conducted a search by ground and air and located Vial on 12-1-11 at 1200 hours. Vial was reported to be in good condition. Vial's vehicle was stuck in a snowdrift 46 miles from Nome.

On 11/26/2011, Anchorage Wildlife Troopers contacted Bee Lee, age 36 of Anchorage, after an investigation was conducted to determine her residency status. Investigation revealed that Lee moved to Alaska only 9 months prior to purchasing her license however and claimed to be a resident on her 2011 Sport Fish/ Hunting license. Lee was issued a bailable citation in the amount of $310 for the Anchorage District Court on the charge of False Statement on a Sport Fish License/Hunting license.

Anchorage WAANT recovered 12-750ml plastic "burped" bottles of R&R whiskey being mailed to the local option community of Shugnak based on information from USPS Inspectors. Consent was obtained from intended recipient and admissions obtained from both shipper and recipient. Shugnak bans the sale and importation of alcohol. Each bottle would sell for approximately $150. Both recipient and shipper are to be charged with misdemeanor Importation of Alcohol.

On 11/30/11 at approximately 1220 hours, Alaska State Troopers responded to a report of a disturbance at a residence on S. Old Trail Drive in Wasilla. During the investigation Troopers contacted Richard Burtch, age 26 of Wasilla. Burtch became combative with investigating Troopers and resisted arrest during the incident. A 17 year old female was also present at the residence and was released at the scene at her parent's request. The 17 year old female is being charged with Disorderly Conduct with the charge being referred to the Department of Juvenile Justice. Burtch was arrested and transported to the Mat-Su Pretrial Facility in Palmer where he was remanded into custody and held without bail.

On 10/24/11, at approximately 0236 hours, Alaska State Troopers responded to a report of a burglary at the Green Store in Palmer. On 11/30/11, at approximately 1424 hours, Alaska State Troopers contacted Billy Walker, age 18 of Palmer, at a residence on Juniper Street in Palmer. Investigation revealed Walker had broken into the Green Store on 10/24/11 and has stolen multiple items from the store. Walker was subsequently arrested, transported, and remanded to MSPT were he was held on $5,000 dollars bail.

On 11/20/2011, approximately 1750 hours, Alaska State Troopers responded to mile 73.4 Glenn Highway near Granite Creek for a single vehicle MVC-Damage with a moose. Investigation revealed Lynette M. Hinz, age 53 of Anchorage, was driving northbound on Glenn Highway operating a white 2005 Chevrolet pick up truck when she struck a moose with the vehicle. The moose was donated to a local charity and no injuries were sustained. Hinz reported wearing her seat belt and the truck sustained approximately $5000 damage.

On 11/20/2011, approximately 1720 hours, Alaska State Troopers responded to mile 5 Palmer Fishhook, near Palmer, for a reported MVC involving a moose. Investigation revealed Julie A. Russell-Fleetwood, age 46 of Palmer, was operating her blue 2001 Suzuki hatchback when she struck a moose with her vehicle. Russell-Fleetwood reported wearing her seat belt and sustained minor injuries for which she was treated and released from MSRMC. The vehicle sustained more than $2000 damage and was towed from the scene. The moose was donated to a local charity and no citations were issued.

On 11/18/2011 at approximately 2157 hours AST received a report of a motor vehicle collision near mile 291 of the Parks Highway. Investigation revealed that a 2012 Ford Escape driven by Joseph F. BYRNES (21yoa of Fairbanks) was southbound when it struck a moose, disabling the vehicle and destroying the moose. No injuries were reported and a good Samaritan provided warm shelter prior to AST arrival. The vehicle suffered approximately $6000 damage and was towed from the scene. The moose was provided to charity and no citations were issued. Drivers are encouraged to drive with additional caution during hours of darkness and to carry emergency supplies within their vehicle.

On 11/19/11, at 1736 hours, Andrew Costales, 22, of Healy, pressed the help button on his Spot Tracker beacon. The beacon indicated Costales was in the Healy Creek drainage in Healy. At 2040 hours, Costales activated the SOS function on the Spot Tracker beacon. Due to the SOS beacon and the -30 degree outside temperature, a night time search was initiated. Troopers Ellison and Jeffords from the Cantwell Post responded by snow machine. They located Costales who had no heat
source. Costales was transported by Troopers to the roadway where he was evaluated by Tri-Valley EMS. He was subsequently transported to the hospital by medevac with frostbite injuries.
