Good reporting. One thing that wasn't mentioned is the amount of small crime (theft) that is associated with the users. The US should be spending more money on effective treatment programs and maybe less on interdiction. As the report states the Afghan programs are not working now and they weren't all that effective under the Taliban (still 30% of world production)
