AMERICA'S SAFEGUARD: THE INTELLIGENCE COMMUNITY
When former President Gerald Ford signed Executive Order 11905, it was the first presidential description of an entity known as the Intelligence Community (IC). Executive Order 12333, signed in 1981 by former President Reagan, helped further define the role of the IC. The President, the National Security Council, the Secretaries of State and Defense, and other members of the Executive Branch would use information gathered by the Community to shape foreign relations and decide how to protect the United States from national security threats.
There are many members of the IC, including all branches of the military, the Central Intelligence Agency, the Federal Bureau of Investigation, the Department of Defense, and others. All the members of the IC are subject to oversight from the President, as well as intelligence committees in the Senate, and the House of Representatives. This includes reporting any covert actions and "significant intelligence failures".
